If the owners changed the oil more often than the BMW maintenance recommendations then it may not need the stem seals. We have had an e53 X5 with the 4.4 come in that the owner changed the oil every 5k. It now has over 120k on it and no valvetronic issues, no massive oil leaks, and no stem seals have been needed on it.
